Editorial Process
JQPP uses a deliberately simple editorial process. The process is structured, documented, and transparent, but it is not presented as external peer review.
Invitation or prior editorial contact
During the journal's initial publication phase, JQPP normally considers manuscripts after targeted invitation or prior editorial contact. An invitation means only that the topic appears potentially relevant to the journal. It is not an acceptance decision and does not create an obligation to publish.
Structured submission
Invited authors receive a private submission URL. The submission record includes the manuscript PDF, title, abstract, keywords, article type, author information, classifications, declarations, rights confirmation, and publication-license selection.
No publication fee is charged at submission.
Completeness and rights check
JQPP first checks that the manuscript, authorship information, declarations, and required permissions are sufficiently complete for editorial assessment. A submission may be returned before substantive review if key information is missing.
Editorial assessment
The editor assesses the manuscript against the journal's published standard: defined contribution, traceable reasoning, proportionate evidence, source integrity, transparency, original value, and publication readiness.
JQPP is editorially reviewed. External peer review is not the journal's standard review model and is not claimed where it has not occurred.
Decision
The editorial decision is accept, revise, or reject. A request for revision does not guarantee acceptance. JQPP does not guarantee publication on the basis of invitation, payment, author status, or institutional affiliation.
Accepted-paper verification
Before publication, JQPP verifies the final PDF, article metadata, authorship, declarations, permissions, copyright position, and selected license. Material discrepancies must be resolved before publication proceeds.
Publication fee
Only an accepted manuscript is asked to pay the publication fee. The planned fee is ¥49,800. Payment is operationally separated from the editorial decision and cannot purchase acceptance.
Publication and record
The published article receives a permanent JQPP landing page, public metadata, hosted PDF, review-model statement, license information, received/accepted/published dates, and issue assignment. Authors retain copyright under the article's stated license.
What JQPP does not claim
- No guaranteed acceptance.
- No paid or fabricated peer review.
- No indexing, DOI, ISSN, impact-factor, or affiliation claim unless it is actually in place and publicly verifiable.
- No hidden submission fee or pre-acceptance publication charge.
- No use of invitation language to imply that a manuscript has already been evaluated or accepted.
Questions about a decision
Authors may ask for clarification of a decision or identify a factual or procedural error. JQPP does not promise a formal appeal process during the initial publication phase, but material procedural concerns will be reviewed by the editorial office.
